Skills for Success: Validation Study

Project Overview 

The Skills for Success: Validation Study is a national applied research initiative, led by Bow Valley College, and funded by the Government of Canada's Adult Learning, Literacy, and Essential Skills Program. 

In the Spring of 2021, the Government of Canada's Office of Skills for Success released a revised literacy and essential skills framework, now recognized nationally as Skills for Success. Skills for Success is an updated and modernized skills model, designed to respond to the emerging needs of students, workers, educators, and employers across Canada. The new model, foundational to all other technical and job-specific skills, is critical to supporting resiliency, adaptivity, and full participation in learning, working, and daily life. This approach responds to changing skill demands by repositioning and expanding some skill areas, such as reading, writing, numeracy, and digital skills, while introducing other new skills, such as adaptability, creativity, and innovation. The updated framework maintains the core objective of supporting the foundational skills needed by the Canadian population to reach their full potential

Bow Valley College recognizes the importance of these changes to ensure alignment with the needs of the Canadian workforce. The Skills for Success: Validation Study aims to support the validation of the new model through a national applied research initiative. 

Bow Valley College is seeking the support, participation, and contribution of skills practitioners, service training providers, partners, consultants, employers, and subject matter experts throughout the project to meet the following main objectives: 

  • Support the national adoption of and transition to the new skills model through evaluation and training, specifically as it relates to the skill domains of Reading, Numeracy, Writing, and Digital Skills;
  • Develop and pilot a suite of modular workplace-based online asynchronous training resources focused on skill enhancement, paired with evaluation to measure proficiencies across targeted skill domains;
  • Conduct quantitative and qualitative analyses to evaluate and demonstrate efficacy, reliability, and validity;
  • Establish predictive validity of the new model, through assessment and training validation, linked to key performance indicators such as education and labour market outcomes; and
  • Report back to stakeholders on recommendations and best practices, using current research findings, to support future work in this field.

Bow Valley College is well-positioned to support this work, leveraging over 20 years of extensive experience, expertise, and data collection, as it relates to the field of literacy and essential skills, specifically within assessment, training, and resource development. The integrity of this work is based upon years of data collection, research, psychometric evaluation, and collaboration with a national network of partners.
